CPI analysis showed that the
new rate structure proposed by Mayor Jerry Sanders and approved by the City
Council favors business customers over residents.When the rates take effect in July, the
average single-family resident will pay 30% more for a gallon of water than the
average business pays.
San Diego badly needs the additional revenue
to repair its dilapidated water and sewer system, but the lopsided rate
structure adds to the city's high cost of living for working families.
